ACTION:

Approve and authorize the City Manager to execute a Task Order Amendment with Placeworks, Inc., in the amount of $28,669 for required additional environmental support for the Clinton Keith Road Widening Project (CIP 025-1).

SUMMARY:

The City previously entered into a Task Order with Placeworks, Inc., under their existing on-call agreement with the City, to provide Environmental and Regulatory Permit processing services for the Clinton Keith Road Widening Project (CIP 025-1, Project). Additional services are required to complete the required processing with the regulatory agencies.

BACKGROUND:

On November 8, 2023, the City Council approved and authorized the City Manager to execute a Task Order with Placeworks, Inc., in the amount of $226,164, for Environmental and Permit Processing Services related to the Clinton Keith Road Widening Project (I-15 to eastern City Limits). Subsequent contract amendments executed on June 9, 2025, and February 10, 2026, increased the total amount to $301,518.

DISCUSSION:

During the processing of regulatory permit documents through the resource agencies (RWQCB, USACOE, CDFW) and the local Regional Conservation Agency (RCA), several unanticipated issues were identified and are required to be addressed to complete the
regulatory permitting process. Placeworks has provided a scope of work and fee in the amount of $28,669 to complete these services.

Staff recommends that the City Council approve and authorize the City Manager to execute a Third Task Order Amendment in the amount of $28,669 to provide the remaining required environmental services, bringing the Task Order total amount to $330,187. A copy of the Task Order Amendment with the Placeworks proposal is included in Attachment A.
