PLN 26-0037 - Extensions of Time (EOTs) No. 1 for Revised Plot Plan (PP) No. 17-0111
That the Wildomar Planning Commission take the following actions:
1. Determine that no additional environmental review is required per CEQA Guidelines Section 15162; and
2. Adopt a PC Resolution No. 2026-15, entitled:

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF WILDOMAR, CALIFORNIA, APPROVING PLN 26-0037, TWO EXTENSIONS OF TIME: INCLUDING A THREE (3) YEAR EXTENSION OF TIME (EOT NO. 1 OF 3) THROUGH APRIL 15, 2028, FOR THE PERMANENT PROJECT/BUILDINGS AND A ONE (1) YEAR EXTENSION OF TIME (EOT NO. 1 OF 2) THROUGH OCTOBER 9, 2028, FOR THE TEMPORARY USE/STRUCTURES APPROVED UNDER REVISED PP NO. 17-0111, LOCATED AT 23580 GLAZEBROOK ROAD (APN: 376-410-030)
On June 19, 2019, the Planning Commission recommended City Council approval of Plot Plan PA No. 17-0111 for the Faith Bible Church project. On July 10, 2019, the City Council considered Plot Plan PA No. 17 -0111 and approved the following: (1) a Mitigated Negative Declaration (“MND”) and Mitigation Monitoring Reporting Program (“MMRP”); and (2) Plot Plan PA No. 17-0111 to establish a 27,489 square-foot church (with 1,030 seats) with related ancillary buildings, including on-site and off-site improvements.
Subsequently, on July 15, 2020, the Planning Commission considered Revised Plot Plan No. 17-0111 and approved revisions to the plot plan as follows: the addition to the approved plot plan of a temporary use for an approximately 6,000 square-foot tent structure for interim church services for up to 350 parishioners with related ancillary structures and parking area, for use while the permanent buildings are completed.
In accordance with the provisions of the Wildomar Municipal Code ("WMC"), the Applicant for Revised PP No. 17-0011 was required substantial construction by July 10, 2022, and ongoing progress toward completion or the approval would expire, as stipulated in the approved conditions of approval. There has been substantial construction for this project; however, the project has not yet received a Certificate of Occupancy (“CofO”) and has been paused due to lack of funding. Since construction will be paused preventing ongoing progress, the Applicant has requested their first 3-year extension of time (“EOT”) that will give them, if approved, through April 15, 2028, to continue and complete construction or become vested again to avoid expiration of the approval.
Two (2) additional EOTs, totaling an additional three (3) years, are available for permanent project buildout, if needed, in accordance with WMC Section 17.125.120.
In addition, in accordance with the adopted conditions of approval for Revised PP No. 17-0111, the Applicant received a 3-year approval for the temporary use of a tent structure for interim services during construction. This temporary use commenced on October 9, 2024, when the structure received its Certificate of Occupancy, and expiration will be on October 9, 2027. Since the Applicant has not yet completed their permanent structures, the temporary use of the tent structure is still needed for continued interim services. Therefore, the applicant has also requested their first 1-year extension of time (“EOT”), per conditions of approval, that will give them, if approved, through October 9, 2028, for this temporary use.
One (1) additional EOT for one (1) additional year is available for the temporary use/structures, if needed, in accordance with the project conditions of approval.
The Applicant filed the EOT application and paid the required fee on July 30, 2026 as required. Staff has determined that the approved project remains consistent with the project as originally approved, remains consistent with the General Plan and applicable development standards, and that the setting and local circumstances have not changed in such a manner as to render the previously approved project incompatible with the surrounding area. Thus, staff further determines that the approved project meets all of the required findings for approval of an EOT.
The Planning Division has evaluated the criteria for California Environmental Quality Act (“CEQA”) Guideline 15162 and determined that there have been no significant changes in the project, no significant changes in the circumstances under which the project will be undertaken, and no new information has come to light regarding new or significant environmental effects. Therefore, no further environmental action is required by the Planning Commission for this EOT request.
In accordance with Section 17.125.070 of the Wildomar Municipal Code, the Planning Division on or before September 27, 2026, mailed a public notice to all adjacent property owners within a 600-foot radius of the project site notifying them of the October 7, 2026 Planning Commission meeting and the request under this agenda item.
