RESOLUTION NO. 2026 - ______

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WILDOMAR, CALIFORNIA, APPROVING AN UPDATED LIST OF AUTHORIZED POSITIONS TO REPLACE THE PUBLIC WORKS INSPECTOR I/II CLASSIFICATION WITH SENIOR PUBLIC WORKS INSPECTOR AND REVISE THE CITY CLERK CLASSIFICATION TO CITY CLERK/CITY CLERK - MMC CERTIFIED

SUMMARY:

Staff recommends updating the City’s List of Authorized Positions to replace the Public Works Inspector I/II classification with Senior Public Works Inspector and revise the City Clerk classification to City Clerk/City Clerk - MMC Certified. The proposed changes align the authorized position list with current operational needs and established opportunities for professional advancement.

BACKGROUND:

The City periodically reviews its List of Authorized Positions to ensure that authorized classifications remain aligned with the City’s organizational structure, operational needs, and approved budget.

As part of this review, staff identified two positions requiring updates to the authorized position list. The first is the City’s sole Public Works Inspector position, which is currently authorized at the Public Works Inspector I/II level. The second is the City Clerk position, for which the City has established a progression tied to attainment of the Master Municipal Clerk designation.

Updating the List of Authorized Positions will ensure that the City’s authorized staffing structure accurately reflects these classifications and the level of responsibility and professional development associated with each position.

DISCUSSION:

Senior Public Works Inspector

The City currently has one authorized Public Works Inspector I/II position. As the City’s sole Public Works Inspector, the position must independently handle the full range of inspection assignments, including complex projects and field issues that would typically be assigned or elevated to a senior-level inspector.

Updating the position to Senior Public Works Inspector more accurately reflects the expertise, independent judgment, and level of responsibility required. The additional personnel cost will be offset by savings associated with transitioning inspection-related services from contracted support to in-house staffing.

City Clerk/City Clerk - MMC Certified

Staff also recommends revising the City Clerk classification to City Clerk/City Clerk - MMC Certified.

The Master Municipal Clerk designation represents an advanced level of professional development within the municipal clerk profession. The proposed classification structure provides a defined progression for the City Clerk upon attainment of the MMC designation and ensures the List of Authorized Positions accurately reflects the position’s available advancement.

Advancement to the City Clerk - MMC Certified level would increase the City Clerk’s annual salary by $9,464 and annual benefit costs by $1,543.69, for a total annual compensation increase of $11,007.69. Funding for this advancement has already been incorporated into the adopted budget.

Because the City Clerk is a department head, an oral summary of the compensation recommendation will be provided at the meeting prior to the City Council taking final action, consistent with SB 707.

FISCAL IMPACT:

No additional budget appropriation is required for the proposed changes.

The increased personnel cost associated with the Senior Public Works Inspector classification will be offset by savings resulting from the transition of inspection services from contracted support to in-house staffing.

Funding for advancement to the City Clerk - MMC Certified level has already been incorporated into the adopted budget.
