League of California Cities Annual General Business Meeting Voting Delegate and Alternate(s)
1. Ratify the appointment of Council Member Morabito as the City’s Voting Delegate for the League of California Cities 2026 General Assembly; appoint one Council Member to serve as the Alternate Voting Delegate; and consider appointing a second Alternate Voting Delegate.
2. Authorize staff to complete and submit the official Voting Delegate and Alternate designation to the League of California Cities.
Each year, the City Council designates a Voting Delegate and, if desired, up to two Alternate Voting Delegates to represent the City of Wildomar at the League of California Cities (Cal Cities) General Assembly. The General Assembly provides member cities with the opportunity to consider and vote on resolutions and other matters that establish Cal Cities policy.
The City of Wildomar is a member of Cal Cities, whose mission is to advocate for, expand, and protect local control for cities and towns through educational resources and advocacy that enhance the quality of life for municipalities across the state.
Cal Cities' Annual Conference and General Business Meeting, held each year, is a central event where city officials convene to vote on policy resolutions that shape the League's advocacy agenda and policy positions for the coming year. The City, as a member city, participates in this process to ensure its interests are represented at the state level.
The 2026 Cal Cities Annual Conference and Expo will be held September 23–25, 2026, at the Anaheim Convention Center. The General Assembly will take place on Friday, September 25, 2026.
As part of the City Council’s annual appointments to boards, committees, and commissions in December 2025, the City Council appointed Council Member Morabito as the City’s Voting Delegate and Council Member Moore as the Alternate.
Cal Cities requires the Voting Delegate and any Alternate Voting Delegates to be formally designated by City Council action. Staff cannot make the designation independently. Additionally, Voting Delegates and Alternates must be registered to attend the conference in order to participate in the General Assembly.
Council Member Moore will not be attending the 2026 Annual Conference and Expo. Accordingly, staff recommends that the City Council ratify Council Member Morabito as the City’s Voting Delegate, appoint another Council Member to serve as the Alternate Voting Delegate, consider appointing a second Alternate Voting Delegate, and authorize staff to submit the official designation to Cal Cities.
There is no fiscal impact associated with the designation of the delegates. Costs associated with attendance at the 2026 Cal Cities Annual Conference and Expo are included in the adopted Fiscal Year 2026–27 budget.
