Contract Award for 20-Acre Park, Phase 0B - Prefabricated Vehicular Bridge Procurement (CIP 099-0)
1. Authorize the City Manager to execute a contract with R.E. Schultz Construction, Inc. in the amount of $299,000 for the design, engineering, manufacturing, delivery, offloading, and assembly of a Bow String Truss Prefabricated Vehicle Bridge for the City's 20-Acre Park Project, CIP 099 - Phase 0B, and waive any minor informality or irregularity in the bid.
2. Authorize the Public Works Director/City Engineer to approve change orders not to exceed 15% of the awarded contract amount (contingency).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WILDOMAR, CALIFORNIA AWARDING A CONTRACT FOR THE 20-ACRE PARK PREFABRICATED VEHICULAR BRIDGE, CIP 099 PHASE 0B ("PROJECT"), AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACT WITH R.E. SCHULTZ CONSTRUCTION, INC.
Awarding a contract to R.E. Schultz Construction, Inc. in the amount of $299,000 for a Bow String Truss prefabricated bridge, including the design, engineering, manufacturing, delivery, offloading, and assembly of the bridge for the City's 20-Acre Park Project.
The City is developing the 20-Acre Park in phases as funding becomes available. Phase 0B includes a prefabricated vehicle bridge across the Riverside County Flood Control channel connecting the future Palomar Street parking area to the park property and trails. Construction of a new bridge is also one of the City's obligations under the Purchase and Sale Agreement for the park property and is required to be completed by September 30, 2027.
The bridge procurement contract is limited to the bridge design, engineering, manufacturing, delivery, offloading, and assembly. Installation of the assembled bridge onto the foundations is not included and will be completed under a separate contract. The selected contractor is required to coordinate with the City's site design consultant and prepare the necessary plans and submittals for City review and approval.
On July 16, 2026, the City advertised "CIP 099 Phase 0B, Prefabricated Vehicular Bridge for City of Wildomar's 20-Acre Park" (Project)
and solicited bids for the Project. Bids were due on August 5, 2026, and the City received one timely bid from R.E. Schultz Construction, Inc. The bid proposal submitted by R.E. Schultz Construction, Inc. is included as Attachment A.
The bid schedule includes pricing for three alternative bridge configurations: Warren Truss, Flat Truss, and Bow String Truss. Images of the three bridge configurations are included in Attachment B, and their costs are summarized below.

Staff recommends awarding Bid Item 1C, the Bow String Truss bridge, together with delivery and assembly, for a total contract amount of $299,000. This amount consists of $236,000 for design, engineering, and manufacturing; $25,000 for delivery; and $38,000 for bridge assembly. Staff reviewed the bid for compliance with the bid documents and recommends awarding the contract to R.E. Schultz Construction, Inc. as the sole responsive and responsible bidder, subject to completion of the required contract documents.
R.E. Schultz Construction, Inc. holds an active California Class A contractor’s license (CSLB No. 1007195) and has a current Department of Industrial Relations public works registration (No. 1000033385) through June 30, 2027. The bid acknowledges Addendum No. 1. Pursuant to Addendum No. 1, the bridge must be delivered to the project site and assembled, ready for installation, by July 2027.

The adopted FY 2026/2027 Capital Improvement Program includes an overall construction budget of $1,200,000 for Phase 0A and Phase 0B, including construction administration and inspection. The total for Phase 0A construction contract including a 10% contingency is $355,040. The proposed $299,000 contract, with a 15% contingency of $44,850 for Phase 0B is $343,850. The combined Phase 0A and Phase 0B contract total of $698,890 is within the total approved budget for this fiscal year. Construction and construction administration/inspection funding are available from DIF Park Improvement Fund 461 and covered by the approved Project budget.
