Measure AA Oversight Advisory Committee Appointment
Consider the application of Earle Kirkley for appointment to the Measure AA Oversight Advisory Committee for a term ending in January 2028.
The Measure AA Committee is comprised of five members and serves as established by the City Council. The Committee’s role is to ensure that all revenues received from the voter approved one cent transactions and use tax (Measure AA) are spent on permissible uses as outlined in City of Wildomar Ordinance 161 and City Municipal Code Chapter 3.22.
In June, Kathleen Koviche's and David Johansen's terms expired, creating two vacancies on the Measure AA Oversight Advisory Committee. Per Resolution 2024-80, the selection process for the Measure AA Member Volunteer is as follows:
1. All applicants for appointment to the Committee must complete a City Application.
2. Candidates will be asked to meet with the Finance Subcommittee at a public meeting to discuss their application, interest, and experience.
3. The Finance Subcommittee will then forward its recommendation to the City Council Members for consideration and appointment at a public meeting.
On July 16, 2026, the City issued a vacancy notice. After receiving no responses, the City posted extensions on July 30th and August 13th. At the end of the extended application period, the City had received 1 application from the following resident: Earle Kirkley.
Staff recommends that the City Council review the application and and consider appointing Earle Kirkley to a 2-year term ending in January 2028. The City will continue actively recruiting until all seats on the Committee are filled.

Oversight committee membership is a voluntary position, and so appointment does not present any direct fiscal impact.
