A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WILDOMAR, CALIFORNIA, DECLARING ELECTION RESULTS FOR COMMUNITY FACILITIES DISTRICT NO. 2025-S (SERVICES) (ANNEXATION NO. 3)
Hold a Public Hearing to consider annexing Bell Ranch – Wildomar Cottages into CFD No. 2025-S for Maintenance Services, hold a special election, and declare the election results.
On September 9, 2026, the City Council adopted Resolution No. 2026-56, declaring its intention to annex territory to Community Facilities District No. 2025-S (Services) (the “CFD No. 2025-S” or “CFD”) and commence the annexation proceedings for the territory to be annexed, also known as Annexation No. 3. A public hearing has been set for October 14, 2026, to conduct an election for the landowners and to declare the results of that election.
As required by the Resolution of Intention, an annexation map was recorded on September 17, 2026, at 2:42 p.m. in Book 100, Page 12, Document No. 2026-0291936 of Maps of Assessment and Community Facilities Districts with the Riverside County Recorder.
The Resolution of Intention was adopted by the City Council in response to a petition filed by the property owners, Wildomar Family Housing, L.P., for APN 365-180-004 containing 8.98 gross acres within the City and have requested that the City assist them in annexing territory into CFD No. 2025-S (Services) to cover the costs associated with the maintenance of public improvements. The improvements proposed to be maintained include items such as lighting, streets, parks, and graffiti abatement.
The area proposed within Annexation No. 3 will encompass 8.98 acres to include 130 multi-family affordable housing residential units, with a FY 2026-27 maximum annual tax of $681.50 per unit, per year. The property proposed to be annexed into CFD No. 2025-S will be included in Tax Zone 3. This tax rate includes a Maximum Special Tax A of $251 per unit per year for maintenance services of public facilities, and Maximum Special Tax B of $430.50 per unit per year for safety services. Maximum Special Tax A will increase by the greater of Consumer Price Index (CPI) or 2% and Special Tax B will increase by the greater of CPI or 5%, both not to exceed 6%. The Owners have agreed to the annexation into the CFD and submitted a "Consent and Waiver" form on file in the City Clerk's Office, to initiate and conduct proceedings pursuant to the Mello-Roos Act of 1982, requesting the annexation of property to CFD No. 2025-S (Services) and consenting to the shortening of election time requirements, waiving analysis and arguments, and waiving all notice requirements relating to conduct the election.
Fund 616 - CFD 2025-S Special Tax A
The projected levy for Tax Zone 3 in FY 2026-27 is $32,630 for the first year of Special Tax A maintenance services. Special Tax B will generate $55,965 once all 130 units are developed. These levies are intended to offset the City’s future costs to maintain the new public improvements. Costs associated with the processing of this annexation are covered by developer fees and deposits. There is no impact to the General Fund.
