PLN 26-0030 - Extension of Time (EOT) No. 2 for PP No. 20-0028
That the Wildomar Planning Commission take the following actions:
1. Determine that no additional environmental review is required per CEQA Guidelines Section 15162; and
2. Adopt a PC Resolution No. 2026-14, entitled:

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF WILDOMAR, CALIFORNIA, APPROVING PLN 26-0030, A TWO (2) YEAR EXTENSION OF TIME (EOT NO. 2 OF 3) THROUGH NOVEMBER 11, 2028, FOR PLOT PLAN (PP) NO. 20-0028 LOCATED AT 22720 WILDOMAR TRAIL (APN: 367-180-065, 066).
On October 21, 2020, the Planning Commission recommended City Council approval of PA No. 20-0028, a revision to the Baxter Village Mixed-Use project approved under PA No. 14-0002 originally approved by City Council in 2016. The City Council reviewed Plot Plan PA No. 20-0028 on November 11, 2020, and approved: (1) Supplemental EIR and (2) Revised Plot Plan PA No. 20-0028 to replace the approved 74,000 square-foot retail center with a 102-room hotel building (62,000 square feet) with related on-site/off-site improvements and amenities. On July 1st, 2026, the Planning Division approved a minor amendment to the approved plans, for a minor change to the approved architecture.
In accordance with the adopted conditions of approval, the Applicant was required to complete substantial construction on or before November 11, 2023, after which the approval would expire. The Planning Commission on January 24, 2024 approved a 3-year extension of time to November 11, 2026. In accordance with the adopted conditions of approval, the Applicant was required to complete substantial construction on or before November 11, 2026, after which the approval would expire. Since the Applicant has not started construction on the approved development project, they have requested a second 2-year extension of time (“EOT”) that will give them, if approved, through November 11, 2028, to complete substantial construction.
One (1) additional EOT, totaling an additional one (1) year, is available for the project if needed, in accordance with Wildomar Municipal Code (“WMC”) Section 17.125.120.
The Applicant filed the EOT application and paid the required fee on August 13, 2026, before expiration, as required. Based on the timely submittal, staff has determined that the approved Revised Plot Plan remains consistent with the project as approved, remains consistent with the General Plan and applicable development standards, and that the setting and local circumstances have not changed in such a manner as to render the previously approved project incompatible with the surrounding area. Thus, staff further determines that the approved project meets all of the required findings for approval of an EOT.
The Planning Division has evaluated the criteria for California Environmental Quality Act (“CEQA”) Guideline 15162 and determined that there have been no significant changes in the project, no significant changes in the circumstances under which the project will be undertaken, and no new information has come to light regarding new or significant environmental effects. Therefore, no further environmental action is required by the Planning Commission for this EOT request.
In accordance with Section 17.125.070 of the Wildomar Municipal Code, the Planning Division on or before September 27, 2026, mailed a public notice to all adjacent property owners within a 600-foot radius of the project site notifying them of the October 7, 2026 Planning Commission meeting and the request under this agenda item.
