SUMMARY STATEMENT

The Summer Fair (Streatery) concept was created in 2020 to support business vitality during COVID restrictions. There are currently 4 businesses providing the use with 1 pending application for sidewalk use. In December of 2024, council voted to extend the Summer Fair Streatery program until paid parking was activated and/or Front Street improvements are made.

In 2022 we were audited by the Department of Revenue, and learned that the Streatery fee was not high enough and we needed to establish a use fee at “market rate”. City Council agreed to increase the fees to $150/ Stall / Month and $60 / Month for Sidewalk Use.

The policy decision proposed to council is to either 1) sunset the use at the end of December 31, 2026 or 2) extend the use until Front Street redesign commences with an increased monthly rate to reflect the City ROW being occupied. If the Council agrees to extend the use until Front Street redesign commences, Council can later discuss if they want the use to sunset or if they want to allow a continued use with an increased monthly rate.
