SUMMARY STATEMENT
The City hired FCS, a Bowman Company to update the City's rates for all utilities in 2026.
This update included:
- Incorporating current Capital Improvement Plan Construction Costs
- Adjustments associated with outsourcing Solid Waste
- Redistribution of Facilities and overhead costs
- Staff adjustments for attrition and relocation
- Incorporating loan payments on the Public Works Facility
- Incorporating the increased price of the Central Kitsap Wastewater Treatment Plan (City share $13M increase)
The Public Works Director will present the consultant recommendations to council. The city evaluates rates every 3 years to ensure the rates align with our capital program and cost of services.
