The City of Poulsbo has partnered with Kitsap Homes of Compassion (KHOC) since 2024 to provide mental health services at the Recovery Resource Center (Center). In 2026, KHOC provided a full-time mental health case manager and a part-time mental health counselor at the Center through funding contributed by Kitsap County.
KHOC is currently in the process of ceasing operations. Notices of termination were provided to the Center’s mental health case manager and mental health counselor, effective September 1, 2026. Housing, Health and Human Services Director Hendrickson is coordinating with the Director of the Kitsap County Human Services Department to ensure continuity of mental health services at the Center.
H3 recommends that the City enter into an agreement with Kat’s Cottage, LLC to provide mental health services at the Recovery Resource Center. The proposed agreement will maintain the current level of mental health services provided at the Center with the same staff in place-ensuring continuity of care for our members.
The proposed contract amount is $60,225 and all costs will be reimbursed by Kitsap County through an amendment to a current contract.
