This Specialized Services Contract will be with Hazen and Sawyer for LCRR compliance and support. This project is an ongoing multi year project. The first 2 phases were to complete documenting our entire inventory, identifying and verifying the actual number of service lines materials that are both known and unknown in our system, as well as addresses and geocodes for those lines. This was done through review of building records, historic documents and some fieldwork. This established our official inventory and completed the compliance requirement due at that time.
Concurrently, as part of this project, the current fiscal year and part of the next are for Field Verifying all of the remaining unknown service line materials and documenting them. This work is currently being done in the field by other contractors as Phase 3. We have until November of 2027 to have them all accounted for and we are on schedule.
Phase 4 will be continuing compliance of LCRR and inventory requirements. This compliance support helps the City meet all Environmental Protection Agency (EPA) and Arizona Department of Environmental Quality (ADEQ) requirements. This agreement should be the final phase of this project. Hazen has assisted the City since the start of the LCRR requirements being introduced in Fiscal Year 2023.
Under this phase, Hazen will provide ongoing technical and compliance support which consist of:
- Providing ongoing indirect field support, including inventory evaluation, interpolation, refinement, and verification site selection.
- Performing quality control review of field verification results and inventory updates.
- Preparing periodic service line inventory updates and supporting 120Water (a company partnering with ADEQ to deliver a public facing inventory dashboard for all water utilities) inventory updates.
- Supporting annual and customer-specific notification requirements associated with unknown and galvanized requiring replacement (GRR) service lines.
- Assisting with compliance planning, reporting, and implementation strategy development.
- Performing project management, coordination, and as-needed technical support.
The fiscal impact of this contract is $295,495 and will be funded through the Water Capital Renewal Fund.
