This agenda item is for consideration and approval of a Job Order Contract with Kincheloe Construction to complete service-line verification in accordance with the federally mandated Lead and Copper Rule Revisions. The contract will provide field investigation services at various locations where service-line materials have not been confirmed. This work will allow the City to physically verify and document pipe materials and update its service-line inventory.
The service-line inventory is required by the U.S. Environmental Protection Agency and administered in Arizona in coordination with the Arizona Department of Environmental Quality. Completing the planned investigations during the current fiscal year will enable the City to finalize its remaining unknown service-line classifications, maintain regulatory compliance, and identify locations requiring additional evaluation or future corrective action.
This is an approved project in the FY2026-27 Adopted Budget and 5-Year Capital Improvement Plan and is budgeted at $300,000 in the Water Capital Renewal Fund. This proposal's cost is $258,000.
The fiscal impact of this contract is $258,000 and will be funded through the Water Capital Renewal Fund.
