SUBJECT:

Resolution R2026-53 Authorizing the Second One-Year Extension of the Agreement With Goodwyn Mills Cawood LLC (GMC) as the City’s Primary Provider of Debris Monitoring Services, Extending the Agreement From October 22, 2026, Through October 22, 2027, and Authorizing the City Manager to Execute the Amendment

BACKGROUND:

In 2024, the City of El Campo entered into an agreement with Goodwyn Mills Cawood LLC (GMC) to serve as the City’s primary provider of Debris Monitoring Services. These services are utilized following a disaster to monitor and document debris removal activities, including debris collection, hauling, and disposal. Proper monitoring and documentation are necessary for the City to meet FEMA requirements and seek reimbursement for eligible disaster-related debris removal expenses.

The City utilized GMC’s debris monitoring services following Hurricane Beryl and was satisfied with the services provided. GMC’s monitoring and documentation assisted the City in meeting FEMA requirements, and the City successfully received reimbursement from FEMA for eligible debris removal expenses.

The agreement provides for up to four consecutive one-year extensions. The City previously approved the first extension, which continues the agreement through October 22, 2026. Staff is requesting approval of the second one-year extension, which would continue GMC as the City’s primary debris monitoring provider through October 22, 2027. This extension does not change the scope, rates, terms, or conditions of the existing agreement.

There is no cost to the City simply to maintain the agreement. Costs are incurred only when services are utilized. When associated with an eligible declared disaster, costs for debris monitoring services may also be eligible for FEMA reimbursement at the applicable federal cost-share, reducing the City’s ultimate cost for these services. Maintaining a primary debris monitoring provider under contract allows the City to promptly activate these services following a hurricane or other qualifying disaster and helps ensure FEMA documentation and reimbursement requirements are met.

SUGGESTED ACTION:

Staff recommends approval.
