CONSIDERATION OF AND ACTION ON
Discussion and Consideration of City Development Corporation FY2025-2026 Budget Amendment
The City Development Corporation of El Campo (CDC) Board unanimously approved amendments to its Fiscal Year 2025–2026 Budget at its September 8, 2026 called meeting and is requesting City Council approval. The amendments primarily reflect increased revenues, adjustments to administrative expenses, and additional expenditures associated with commercial infrastructure partnerships between the CDC and the City. The CDC reports sufficient cash on hand to fund the additional project expenditures.
Revenue amendments include an additional $75,000 in sales tax revenue and $5,000 in investment interest, increasing total operating revenue from $1,177,500 to $1,257,500. When pledged funds and other resources are included, total revenue and other resources increase to $3,650,845.
The most significant expenditure adjustments are related to business incentives and infrastructure projects. Infrastructure project expenditures increase by $1,076,819, reflecting CDC participation in commercial infrastructure projects with the City. Other adjustments include an additional $50,000 for the Site Improvement Grant Program and $39,110 for the El Campo Civic Center A/V project. Previously pledged infrastructure grants were reduced by $300,000 following the rescission of the Southpaw and Mayfield Supply projects.
Administrative adjustments include a $30,000 pension liability contingency recommended by the auditor, $3,438 in additional office expenses, and $6,000 in additional audit expense associated with the timing of the FY 2023–2024 audit.
In total, the amendments add $868,855 to the FY 2025–2026 CDC Budget, resulting in amended total expenditures of $3,402,326.
The CDC Board approved the Budget Amendment for FY2026 on September 8, 2026, and now seeks City Council approval.
