CONSIDERATION OF AND ACTION ON
Resolution R2026-47 Awarding the Tres Palacios Creek Improvements Phase II Construction Project to Longhorn Excavators Inc., in an Amount not to Exceed $6,770,618.94, Supported by Community Development Block Grant No. 22-085-016-D252 Through the Texas General Land Office, and Authorizing the City Management, or Her Designee, to Execute All Related Documents
The City received one bid for construction of the Tres Palacios Creek Improvements Phase II Project, which is funded through Community Development Block Grant No. 22-085-016-D252 from the Texas General Land Office.
The bid was submitted by Longhorn Excavators, Inc. While only one bid was received, staff and the City’s engineers are comfortable recommending the award based on Longhorn’s experience and qualifications. Longhorn has successfully completed similar drainage and excavation projects and has previously worked with the City’s engineering team, providing additional familiarity with the type and scope of work required for this project.
The project includes improvements to Tres Palacios Creek, from the bridge approximately 200 feet south of West Jackson Street/West Business Highway 59 and Avenue I eastward to U.S. Highway 59. Improvements include widening the creek channel, adjustments to existing culverts, backslope drains, bridge replacement, utility relocations, and associated improvements.
Staff recommends awarding the Base Bid, Alternate No. 2 (Move-In and Start-Up), and Alternate No. 3 (Utility Relocations) to Longhorn Excavators, Inc. in an amount not to exceed $6,770,618.94.
Timing is critical. The City's GLO grant closes January 31, 2027, leaving a limited window to complete construction and grant closeout requirements. Rejecting the bid and rebidding the project would further reduce the available construction window and could place the City's ability to complete the grant-funded project on schedule at risk.
Approve Resolution R2026-47 awarding the Tres Palacios Creek Improvements Phase II Project to Longhorn Excavators, Inc. in an amount not to exceed $6,770,618.94 and authorize the City Manager, or their designee, to execute all related documents.
