CONSIDERATION OF AND ACTION ON

SUBJECT:

Resolution R2026-60 Authorizing a Memorandum of Understanding Between the City of El Campo and the Southeast Texas Regional Advisory Council (SETRAC) for Participation in the Regional Blood Products Program; Authorizing the City Manager to Execute the Agreement; and Providing an Effective Date

BACKGROUND:

During the most recent Texas legislative session, funding was provided to expand the availability of blood products for emergency medical services. SETRAC is coordinating the implementation of this regional program, which will allow participating EMS agencies to carry and administer blood products to patients experiencing life-threatening hemorrhage.

The MOU establishes a framework for cooperation between SETRAC, participating EMS agencies, hospitals, and blood providers. It outlines responsibilities related to blood product storage and handling, personnel training, documentation, inventory management, and quality improvement. The agreement also establishes procedures for sharing information, reporting blood transfusions, and coordinating the rotation of unused blood products to minimize waste.

El Campo EMS intends to fulfill all responsibilities outlined in the MOU for participating EMS providers. The department has already been actively involved in the planning process, with representatives attending regional blood committee meetings for over a year to help prepare for implementation and remain informed of program developments.

The program is still in development, and there is currently no established timeline for when El Campo EMS may begin carrying blood products on its ambulances. Approval of this MOU does not initiate blood administration services but allows El Campo EMS to continue participating in the planning and implementation process as the regional program moves forward.

Fiscal Impact - Approval of the MOU has no direct fiscal impact on the City. Any future equipment and supply costs associated with implementing the Regional Blood Products Program will be funded through EMS ambulance supplies and equipment budgets.

SUGGESTED ACTION:

Staff recommends approval.
