CONSIDERATION OF AND ACTION ON

SUBJECT:

Discussion and Consideration of City Development Corporation Funding for Water Main Improvements on East Jackson Street (Project White) in the Amount of $155,250

BACKGROUND:

At its August 24, 2026 meeting, the City Development Corporation of El Campo (CDC) unanimously approved $155,250 in funding for Project White, an infrastructure improvement project along East Jackson Street. Because the CDC expenditure exceeds $25,000, City Council approval of the CDC funding is required.

Project White will replace an existing 6-inch asbestos cement water main located within the TxDOT right-of-way, as well as undersized 2-inch water lines currently serving five commercial meters. Exploratory work performed as part of the project determined that the existing 6-inch main is located within the driving lane of East Jackson, making replacement and relocation of the line particularly important.

The project will provide improved water quality and circulation to the commercial properties in this area and will also add a new fire hydrant near the White Lodge, improving fire protection and water infrastructure along this commercial corridor.

The proposed alignment, shown on the project exhibit provided by the CDC, relocates the water infrastructure away from the existing alignment within the East Jackson driving lane and provides a more appropriate long-term configuration for serving existing and future commercial development in the area.

The CDC's investment in Project White supports its economic development mission by improving infrastructure serving existing commercial properties while positioning the East Jackson corridor for continued development.

SUGGESTED ACTION:

Staff recommends approval of the CDC's expenditure of $155,250 for water infrastructure improvements.
