SUBJECT:

Resolution R2026-54 Authorizing the Second One-Year Extension of the Agreement for Disaster Recovery and FEMA Public Assistance Services Between the City of El Campo and Goodwyn Mills Cawood LLC (GMC), Extending the Agreement From November 6, 2026, Through November 6, 2027, and Authorizing the City Manager to Execute the Amendment

BACKGROUND:

In 2024, the City of El Campo entered into an agreement with Goodwyn Mills Cawood LLC (GMC) for Disaster Recovery and FEMA Public Assistance services. These services provide the City with specialized assistance following a disaster, including preparing required documentation, administering FEMA Public Assistance grants, and assisting the City in obtaining reimbursement for eligible disaster-related expenses. GMC previously assisted the City with the FEMA reimbursement process following Hurricane Beryl, which has been completed.

The original agreement provides for up to four consecutive one-year extensions. The City previously approved the first extension, which continues the agreement through November 6, 2026. Staff is requesting approval of the second one-year extension, which would continue the agreement through November 6, 2027. This extension does not change the scope, terms, or conditions of the existing agreement.

There is no cost to the City simply to maintain the agreement, and the existing contracted rates remain unchanged. Costs are incurred only when services are utilized. When associated with an eligible declared disaster, costs incurred for disaster recovery and FEMA Public Assistance services may also be eligible for FEMA reimbursement at the applicable federal cost-share, reducing the City's ultimate cost for these services. Maintaining the agreement ensures the City has continued access to GMC's disaster recovery and FEMA Public Assistance expertise, provides continuity for ongoing reimbursement matters, and ensures assistance is readily available should another qualifying disaster occur during the extension period.

SUGGESTED ACTION:

Staff recommends approval.
