CONSIDERATION OF AND ACTION ON

SUBJECT:

Resolution 2026-46 Declaring Five (5) Zoll Z Vent Ventilators as Surplus Property and Authorizing Their Sale

BACKGROUND:

El Campo EMS has five (5) Zoll Z Vent ventilators that are no longer utilized following the purchase and implementation of our new Hamilton ventilators.

Staff has made numerous attempts to identify options for selling the Zoll ventilators through medical equipment resellers. Several resellers declined to purchase the units due to concerns that Zoll will not service ventilators that are subsequently purchased through a third-party reseller. Based on these discussions, staff was advised that the most viable option would be to sell the ventilators directly to another EMS agency.

When El Campo EMS purchased its current Hamilton ventilators, Hamilton initially offered $500 per unit as a trade-in. Staff determined that this amount did not represent an adequate return for the equipment. Staff also subsequently obtained a verbal offer from Zoll of approximately $500 per unit for a cash buyback or approximately $1,100 per unit as trade-in credit toward future Zoll purchases. El Campo EMS does not currently have a need for additional Zoll equipment that would make the trade-in credit beneficial.

Based on the offers received, condition of the equipment, and potential value to other EMS providers, staff established a proposed sale price of $5,000 per ventilator and contacted surrounding EMS agencies to determine interest. Austin County EMS has agreed to purchase one (1) ventilator for $5,000, and East Bernard EMS has agreed to purchase two (2) ventilators for $5,000 each. The immediate sale of these three ventilators would generate $15,000.

The City's Inventory Control and Surplus Property Disposal Policy establishes procedures for the disposition of surplus equipment, including competitive sale through sealed bids or public auction. The policy also states that, whenever reasonably feasible, the City's preferred disposition includes a sale held in cooperation with surrounding governmental entities.

Because the proposed direct sale does not follow the City's typical competitive sale process, and due to the unique circumstances associated with the resale and servicing of this equipment, staff is bringing the proposed method of disposition directly to City Council for specific authorization. The proposed direct sales provide the City a substantially greater return than the buyback and trade-in offers received while allowing the equipment to continue to be utilized by neighboring EMS agencies.

Resolution No. 2026-46 would authorize the sale of the three (3) ventilators described above and authorize the City Manager or their designee to sell the remaining two (2) ventilators to interested purchasers for not less than $5,000 each, without requiring additional City Council approval.

Financial Impact:
The immediate sale of three ventilators will generate $15,000 in revenue, with the potential for an additional $10,000 from the sale of the remaining two units, for a total potential return of $25,000.

SUGGESTED ACTION:

Move to approve Resolution No. 2026-46, declaring five (5) Zoll Z Vent ventilators as surplus property; authorizing the sale of one (1) ventilator to Austin County EMS for $5,000 and two (2) ventilators to East Bernard EMS for $5,000 each; and authorizing the sale of the remaining two (2) ventilators for not less than $5,000 each without further City Council approval.
