Report - Speed Reader Signage

The city is interested in having radar speed signage placed at critical entry points into the community.  Monitoring devices come in a wide variety of complexity, ranging from mobile trailers that provide analytics, to simple signage mounted on a pole.  At the August 17, 2026, council meeting, staff was directed to focus on simple signage fixed to a pole.  Staff received several bids on this type of monitoring device:

TAPCO: 2 units @ $3890 = $7,780

Stalkerradar: $3,455/unit

ElanCity: 2 @ $7,000 ($3,500/unit), or 3 @ $8,000 ($2,667/unit)

Harrisburg has ElanCity device(s) that they purchased 12 years ago and have mounted on a mobile trailer (they don't recommend the mobile trailer).  

The ElanCity signs flash a speed, which can be colorized (red is over the speed limit, green is under the speed limit), and can provide simple messaging ("thank you", "too fast", etc.).  Please see the Evolis Specs Sheet attachment.

The city budgeted $7,500 for speed signage in 2026, so accepting the most economical bid (3 units @ $8,000) would be in excess of the budgeted line item.  ElanCity submitted an alternative bid for 2 @ $7,000, which obviously is an increase in per/unit costs, but would allow the city to commit at a lower level.  If the city would rather try one at a time, to see how it goes and to learn what other installation costs may arise, then staff would recommend trying the Stalkerradar unit at $3,455.  With that selection, the city would not be completely committed to one brand/vendor without seeing how well the unit operates.  The Stalkerradar unit also can provide messaging and colorful signage.
