Ordinance 966 - 1st Reading Supplemental appropriation

A Supplemental Budget Ordinance sets out in detail each item for which the supplemental appropriation ordinance is made and the amount appropriated.  

A lot of these changes comes from expenses being split several ways prior to 1/1/26 and the 2026 budget was budgeted with the splits.  These changes were talked about during the 2027 budget sessions.  Payroll, Utilities, property insurance are the main ones that were split several ways and have now been updated.  The example I provided in the budget work sessions is the City Admin(CA) was split between CA, Code Enforcement and Planning Commission.  The CA is now only in the CA Code. This supplemental budget ordinance is moving wages from planning and code enforcement to the CA wages to cover the wages along with other adjustments.

The Supplemental budget ordinance does not use any fund balance.  It is mostly moving the budget from one code to another to cover the changes in the way items were split.  Finance and Economic Wages were budgeted for previous staff and is adjusted to current staff rates in this ordinance.  Park part-time staff and property insurance were under budgeted.  Even though these are being adjusted other revenue such as SPA collections and bank franchise tax revenue came in higher than budgeted and offsets the additional expenses.  

This supplemental budget ordinance is required to meet state guidelines so we do not go over budget in the appropriate accounts.
