Background of Issue:
The attached DRAFT Scooter Ordinance is the resulting product from the Policy & Procedures Committee's latest (August 19) review. City attorney Hammer has reviewed the Draft and provided additional commentary/edits.
Highlights of the Draft Ordinance include:
- Requirements for operators over and under 14 years of age.
- A no-riding zone on 4th Street between Clark and State streets.
- Hours of operation.
- Enforcement provisions.
With council's approval, the Ordinance will be brought back at the Sep 21/Oct 5 council meetings for 1st/2nd readings.
Recommendation
Review and consider moving forward with the DRAFT of Ordinance - Foot Scooters and Electric Personal Assistive Devices
