Ordinance 965 - 2nd Reading Weed Control

This is a clean up ordinance.  Ordinance 748 was approved in August 2011 but was not in ordinance form and wasn't updated in the code book.  This is exactly what was approved in August of 2011 but in ordinance form so we can publish the correct ordinance and update the code book when effective.
