City of Bradenton Surplus Property Suitable for Affordable Housing Inventory Review - PUBLIC HEARING

EXPLANATION:

F.S. Section 166.0451 requires that each local government or any independent district within its boundaries prepare and review an inventory list of all real property to which it holds fee simple title and which is appropriate for affordable housing at a public hearing every 3 years by October 1st.  The last such hearing was held in October, 2023.  This public hearing was advertised in the Bradenton Herald on September 12, 2026.

 

Property that is identified by Council in a Resolution as “appropriate” for affordable housing is to be included in the inventory list.  The properties may then be disposed of in one of the following ways:

 

  • Used for affordable housing through a long term land lease requiring the development and maintenance of affordable housing; 

 

  • Offered for sale and the proceeds used to purchase land for the development of affordable housing or to increase the local government fund earmarked for affordable housing; 

 

  • Sold with a restriction that requires the development of the property as permanent affordable housing; 

 

  • Donated to a nonprofit housing organization for the construction of permanent affordable housing; 

 

  • Made available for the production and preservation of permanent affordable housing.

 

The Declaration of property as surplus is a discretionary act of City Council.  City Council has the sole discretion to determine the method used in disposing of a property, which decision is not subject to appeal. Council retains the discretion to amend the resolution at any time to remove parcels from the designation as suitable for affordable housing.

 

If a property is sold outright without a requirement that it be developed as affordable housing, the proceeds of the sale are deposited into the Affordable Housing Fund and may only be used to expand the production of or for the preservation of permanent affordable housing upon approval of the City Council.

 

At our last hearing in October of 2023, the City reviewed its properties and the surplus property deemed appropriate for affordable housing consisted of 14 parcels:  6 City owned and 8 CRA owned. 

 

Since that time, the City of Bradenton:

 

  • Reconveyed two parcels located at 520 19th Street East & 519 18th Street East to the CRA
  • Removed one parcel for a municipal purpose located at 102 17th Avenue West
  • Designated the CRA to manage the disposition of 1 parcel located at 907 15th Street West
  • Sold one parcel located at 1105 18th Street West and deposited the proceeds in the City’s affordable housing fund

 

That leaves one City owned parcel located at 1108 2nd Street West which will remain on the inventory and is listed on our website and on the MLS through the Urban Group.

 

The City has not acquired any real property since the 2023 hearing that is not needed for a public purpose. 

 

Since that hearing, the CRA:

 

  • Has removed 6 properties from the inventory list as recommended for retention for future development opportunities.

 

That leaves two CRA owned parcels located at 530 9th Avenue East and 528 9th Avenue East that will remain on the inventory and are listed on our website.

SUGGESTED MOTION:

Motion to direct the Policy, Planning, Procedures & Real Estate Administrator to prepare a Resolution containing the surplus property suitable for affordable housing inventory list, as revised at this meeting, for adoption by City Council at the upcoming meeting scheduled for October 14, 2026.
