RESOLUTION 26-69 - PUBLIC HEARING
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRADENTON, FLORIDA, MAKING A LEGISLATIVE FINDING OF NECESSITY, PURSUANT TO SECTION 163.355, FLORIDA STATUTES, THAT A BLIGHTED AREA EXISTS WITHIN THE CITY OF BRADENTON, AS MORE PARTICULARLY DESCRIBED HEREIN; DETERMINING THAT THE REHABILITIATION, CONSERVATION, AND/OR REDEVELOPMENT OF SUCH AREA IS NECESSARY IN THE INTEREST OF PUBLIC HEALTH, SAFETY, MORALS, AND WELFARE OF THE RESIDENTS OF THE CITY OF BRADENTON; DESIGNATING SUCH AREA AS COMMUNITY REDEVELOPMENT AREA NO. 4; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.

Florida Statutes §163.335 establishes that slum and blighted conditions endanger public health, safety, and welfare, depress economic value, and impair sound community growth. The Legislature further finds that private enterprise alone cannot eliminate the deteriorated conditions that contribute to disease, crime, and economic decline, thereby requiring coordinated public redevelopment action. The City of Bradenton has completed and executed a formal Finding of Necessity, documenting the presence of qualifying slum and blight conditions within the designated area. This finding provides the required statutory proof that such conditions exist and supports the creation or modification of a Community Redevelopment Area (CRA) in a manner consistent with state law.
