Item # 11.2

SUBJECT:

Update to CATS FTA Public Transportation Agency Safety Plan (PTASP).

MEETING DATE:
October 6, 2026

SUBMITTED BY:
Kristy Johnson
SUGGESTED ACTION:

Consider request from Cherokee Area Transit Service (CATS) for an update to the FTA Public Transportation Agency Safety Plan (PTASP).

FACTS AND ISSUES:

As a recipient of funds from both FTA and GDOT for the operation of public transit services, Cherokee Area Transit Services (CATS) is required to establish and maintain a safety plan - the Public Transportation Agency Safety Plan (PTASP). Board of Commissioners approval of the plan is also required.

CATS establishes this plan as the agency’s commitment to system-wide safety and Safety Management Systems (SMS) principles. The plan objectives are:

  • Increase the safety of the transportation system by proactively identifying, assessing and controlling risks;
  • Continually improve safety performance;
  • Improve the commitment of transportation leadership to safety; and
  • Fostere a culture of safety awareness and responsiveness.

CATS is committed to implementing a systematic and comprehensive safety program. Leadership will visibly demonstrate its commitment to safety by monitoring hazards, enforcing and supporting safety programs, and promoting an open and transparent environment to discuss and address safety issues.

This update is in accordance with the latest Triennial Review finding. The updates include changes to the new safety performance targets related to Collisions, Injuries, Major Safety Events, Assaults on Transit Workers, and System Reliability.
