Item # 8.1

SUBJECT:

Public Hearing - Electric Assisted Bicycle and Scooter Ordinance.

MEETING DATE:
October 6, 2026

SUBMITTED BY:
Bryan Reynolds
SUGGESTED ACTION:

Conduct a public hearing to receive input on and to consider an ordinance to regulate the operation of electric assisted bicycles, electric scooters, and related micro mobility devices within unincorporated Cherokee County.

FACTS AND ISSUES:

This proposed ordinance will establish regulations for electric-assisted bicycles, electric scooters, and other micro mobility devices on County streets, shared-use paths, sidewalks, and trails, while aligning County regulations with Georgia law. It establishes which classes of e-bikes and other devices are permitted on different types of County facilities, including restrictions on shared-use paths, sidewalks, and County trails. The ordinance also establishes operating and safety requirements, signage, enforcement procedures, progressive penalties, and a Park and Trail Uses Matrix identifying permitted and prohibited uses throughout County parks and recreational facilities. The proposed ordinance will create a new section under Chapter 58 - Traffic and Vehicles and will update affected definitions in other sections of that chapter and definitions in Chapter 50 - Streets, Sidewalks and Other Public Places.
