Conduct a public hearing  to review updates to Article I, Section 16 and 17 of the Code of Ordinances to allow for interim appropriations pending approval of a new budget.

The proposed ordinance change allows the County to continue normal government operations at the start of a new fiscal year when the annual budget has not yet been adopted. It authorizes departments to spend only at the last fiscal year’s monthly levels and only for essential services, legal obligations, and existing commitments. The interim appropriations automatically end once a new annual budget is approved.
