Consider approving a contract amendment in order for the consultant (WSB) to prepare a feasibility study on conversion of the East Water Treatment Plant to biological filttration.
WSB completed a Pilot Study in 2025 to determine if the change in water treatment process at the EWTP would be viable. The results of that study indicated the modified filtration process could be pursued. The next step is to determine the actual scope of improvements and the related costs should the city consider changing filtration processes.
The goal for this feasibility study is to fully assess and document the challenges, costs, operational savings, benefits, and best practices associated with implementing biological filtration at the EWTP. The scope of services and fee proposal is attached.
The feasibility study should take approximately 4 months to complete.
Upon completion of the feasibility study, the city would then decide whether or not to move ahead with the process change, complete final design, and authorize construction.
The fee for preparing the feasibility study is $59,620 which is appropriate for the scope of services provided. The existing contract will be amended to cover the additional fee. This expense will come from the Engineering Consulting line item in the Water Enterprise fund.
Staff recommends approval of the contract amendment to advance with the feasibility study.
