Staff recommends approval of an employment agreement with Brian Heck to serve as Interim City Manager beginning December 7, 2026. The agreement provides continuity of leadership between the current City Manager's departure on December 4, 2026, and the start of a permanent City Manager. Mr. Heck would be paid $125 per hour, generally work 32 hours per week, and receive no insurance benefits or paid time off.
At 32 hours per week, wages are $4,000 per week, or about $17,300 per month. At the 40-hour maximum, wages are $5,000 per week, or about $21,700 per month. The City also pays the employer share of PERA and payroll taxes. These costs will be paid from the City Manager salary and benefits line in the Administration budget, which is otherwise unspent while the position is vacant.
Staff recommends that the City Council approve the Employment Agreement with Brian Heck and authorize the Mayor and City Manager to sign it.
