Staff recommends approving a dog intake services agreement with Carver Canines, LLC (13950 Hwy 5, Young America, MN 55397) to provide temporary impound, housing, and care for dogs taken into custody by City personnel or the Carver County Sheriff's Office. Services are available seven days per week between 7:00 a.m. and 7:00 p.m., subject to available capacity.
The City requires an outside facility to accept lost, stray, abandoned, or impounded dogs delivered by the City of Chanhassen, Animal Control, or other authorized City personnel, such as Carver County Sheriff's Office.
Carver Canines will house impounded dogs in a humane manner for the period required under Chanhassen City Code Sections 5-71 through 5-75.
The intake fee is $175.00 per dog, billed on a per-dog, as-needed basis with no monthly minimum charge.
Extraordinary expenses (emergency veterinary care, medications, specialized treatment) are not included in the intake fee and are the responsibility of the dog's owner; if the owner cannot be identified, costs are to be addressed between the City and Carver Canines prior to being incurred.
The agreement is on an as-needed basis — the City has no minimum delivery obligation and Carver Canines does not guarantee unlimited capacity. Either party may terminate the agreement with 30 days' written notice.
Staff recommends that the City Council approve the Dog Intake Services Agreement with Carver Canines and authorizes the Mayor and City Manager to sign it.
