Formal action to 'call for a public hearing' to be held at the October 26, 2026 City Council meeting. This action is a requirement of the MS 429 process for projects that utilize assessments.
Staff utilized the City's Pavement Management Program to scope out the project limits as shown in the attached 5-year CIP map. A feasibility study is being prepared and will be presented to the City Council as part of the public hearing on October 26, 2026.

The pavement is proposed to be rehabilitated via a full depth reclamation. Most of the existing curb will remain. Minor drainage improvements will be included. Traffic safety improvements will be analyzed and included as deemed prudent. The city is in discussions with Carver County concerning what improvements should be made at the MN River Bluffs Regional Trail crossing and adjacent trailhead area. Improvements made on the regional trail would be funded by the County.
The total project budget is $550,000, as identified in the 5-yr CIP, excluding any improvements related to the regional trail.
Staff recommends the City Council call for a Public Hearing regarding the improvements for City Project Number 27-03 to be held during the Council meeting on October 26, 2026, to facilitate receiving public input regarding the feasibility of the project and assessments thereof.
