For Possible Action: Discussion and possible action regarding (1) a proposed amendment ("Amendment") to the interlocal contract between the State of Nevada acting by and through the Governor’s Office of Economic Development (“GOED”), the Carson City Library and Carson City (“Contract”), with the Amendment allowing the Carson City Library to continue providing innovative career training, advancement and exploration services by extending the Contract's expiration date from September 30, 2026, to September 30, 2027, and providing an additional $594,288 in funding from GOED, with no local match obligation, resulting in a new total Contract amount not to exceed $2,066,316. August 13, 2026 (Item V.b) – The Library Board of Trustees approved the Amendment to the interlocal contract between GOED, the Carson City Library, and Carson City, allowing the Carson City Library to continue providing innovative career training, advancement, and exploration services.

 

May 2, 2024 (Item 15.A) – The Board of Supervisors approved an interlocal contract between GOED, the Carson City Library and Carson City to provide innovative career training, advancement and exploration services within the Carson City Library to Carson City and throughout the State of Nevada.

Background/Issues & Analysis

On May 2, 2024, the Board of Supervisors approved an interlocal contract setting terms under which the Carson City Library would become a GOED Strategic Workforce Program-in-Residence partner, including the acceptance by Carson City of an award of $1,472,028 to be used to staff a Senior Workforce Development Professional ("SWDP") and several subcontracted positions within the Carson City Library. The SWDP position was created to engage in both local and statewide activities. 

 

The Amendment includes acceptance of an additional $597,288 in funding for Carson City and the Carson City Library, with no local match requirement, to allow workforce development programs to continue through an extended term that expires under the Amendment on September 30, 2027. Funding will be used to continue to staff the SWDP position and additional subcontracted positions for an additional year, to leverage virtual reality (“VR”) and other advanced technologies, to expand career information access, and deliver individualized career mapping (“ICM”) services to undeserved communities. The funding will be distributed over the course of one more year as follows: SWDP - $163,188; subcontracted positions -$195,000; VR field trips - $40,000; licenses related to study resources, exam materials, career readiness assessments - $91,100; impact analytic services - $25,000; outreach support including travel - $80,000.
