For Possible Action: Discussion and possible action regarding an interlocal agreement between the Board of Regents of the Nevada System of Higher Education, on behalf of Western Nevada College (“WNC”), and Carson City to permit WNC nursing students to receive, with WNC faculty oversight, clinical education and training at the Carson City Department of Health and Human Services (“CCHHS”), effective September 15, 2026, through June 30, 2031, with no monetary compensation exchanged between the parties. February 4, 2021 (Item 16a) - The Board of Supervisors ("Board") approved a proposed interlocal agreement between WNC and CCHHS for use of CCHHS facilities and outreach events for the purpose of providing clinical experience for nursing students through June 30, 2026.

Background/Issues & Analysis

The proposed interlocal agreement between CCHHS and WNC establishes clinical education opportunities for WNC nursing students at CCHHS. The partnership continues CCHHS’s practice of collaborating with higher education institutions to support workforce development in health care.
The interlocal agreement would be effective September 15, 2026, through June 30, 2031, with no-cause termination permitted by any party upon 30 days prior notice, provided that reasonable efforts be made to allow active student placements to continue until the end of any already-commenced semester. Overall, the agreement supports nursing education while advancing CCHHS’s mission to improve quality of life through engaging, partnering with, and serving our community.
