I move to approve the revisions to the RTC Policies and Procedures.
December 10, 2012 (Item F-2) – The RTC approved an amendment to the RTC Policy.
The RTC is a special purpose agency responsible for certain specified duties and responsibilities as
defined in Nevada Revised Statute (NRS) Chapter 277A and Carson City Municipal Code (CCMC) 11.20.030. The RTC has been delegated certain responsibilities by the Carson City Board of Supervisors. As a special purpose agency with certain delegated responsibilities, the RTC Policy establishes certain administrative functions for the RTC.
The RTC Policy was last updated in December 2012. Several changes have occurred since then, and staff is proposing an update to the RTC Policy to reflect those changes and to align the document with current RTC activities and processes. Reasons for the changes include:
- Approval of a new interlocal cooperative agreement between the Carson Area Metropolitan Planning Organization (“CAMPO”), the RTC, and Carson City in 2020;
- Alignment with the current version of the Carson City Boards, Committees, and Commissions Policies and Procedures
- Updates to policies related to the procurement of professional services as approved by the Nevada Department of Transportation (“NDOT”);
- Approval of new CAMPO Policies and Procedures, which now include procurement provisions for Federal Highway Administration (“FHWA”) and Federal Transit Administration (“FTA”) funded projects;
- Reviews by NDOT and the FHWA regarding policies of the RTC when carrying out construction projects; and
- Overall alignment with other policies and current processes for RTC activities.
Extensive changes were made to the RTC Policy, and the prior version of the RTC Policy is attached as Exhibit 2. A redlined/track changes version of the RTC Policy is attached as Exhibit 3; however, very little of the prior draft’s text remains. A brief summary of the major changes is listed below.
- Allows for administrative amendments that are the result of changes in state or federal regulations.
- Adds new sections related to the members, appointments, and operations of the RTC Board.
- Clarifies the authority of the RTC and its delegated responsibilities.
- Outlines RTC staffing
- Updates the role of the RTC in transit operations
- Adds a new section for procurement processes
- Documents the RTC’s role in Title VI, disadvantaged business, and Americans with Disabilities Act responsibilities.
- Remove Appendix B related to the Transit Advertising Policy. This policy will become a separate policy and will be presented to the RTC Board at a later date.
Decline to approve the revisions to the RTC Policies and Procedures and provide directions to staff.
