I move to approve the interlocal contract as presented.

June 20, 2025 (Item 10.A) - The Board of Supervisors (“Board”) approved a second amendment to the prior interlocal contract between Rural Clinics and the City to extend the contract’s term through June 30, 2026.

June 1, 2023 (Item 10.A) - The Board approved the first amendment to the prior interlocal contract between Rural Clinics and the City to extend the contract’s term through June 30, 2025.

September 16, 2021 (Item 10.A) - The Board approved the prior interlocal contract between Rural Clinics and the City. 

Rural Clinics receives funding from the State for the Carson City Justice/Municipal Court’s Mental Health Court Program. The funding is budgeted and expended by Rural Clinics. The funding pays for one full-time Psychiatric Caseworker and for ancillary program needs.

The State provides one full-time Psychiatric Case Worker to assist Mental Health Court participants with care coordination, mental health, and behavioral services. The Psychiatric Case Worker has served as a member of the Mental Health Court team by attending staffing and court hearings weekly. The funding for the full-time Psychiatric Case Worker and ancillary services for participants in the Mental Health Court Program is allocated from the Legislature to Rural Clinics. The Mental Health Court Program is a court-supervised, comprehensive diagnostic and treatment program for participants whose untreated mental illness contributes to their criminal conduct. Participants have been charged with offenses in the Justice Court and District Court.

The Mental Health Court Program was established in 2005 and serves Carson City as well as other individuals who are identified in neighboring courts, which refer individuals to the program. The interlocal contract is supported by Judges Melanie Bruketta, Kristin N. Luis and Jason D. Woodbury, to assist in sustaining the Mental Health Court Program.
