October 20, 2025 (Item 5.d) – The Open Space Advisory Committee received a presentation and held a discussion regarding a proposed flood storage and riparian restoration project at Moffat Open Space.

Background/Issues & Analysis

The Moffat Open Space Flood Volume Mitigation & Channel Improvement Project was approved by the Board of Supervisors on July 16, 2026, via the Moffat Open Space & Wastewater Treatment Plant Flood Mitigation Improvement Agreement. The project will create two flood storage areas north and south of Eagle Creek within the Moffat Open Space parcel (APN 010-032-35), reconnecting the creek to its floodplain while expanding native riparian vegetation, improving wildlife habitat, and enhancing trail amenities for public use. The riparian restoration work, previously anticipated to occur in September of 2026 is now anticipated to commence in late fall to early winter of 2026.

In addition to the riparian restoration work, another project has been identified at Moffat Open Space. A proposal has been received from Carson City Public Works related to a planned water main extension that will require crossing the Moffat Open Space property. The water main will extend from an existing 24-inch water transmission main currently located at the southeast corner of the Moffat Open Space property, to the north along the east property line. The water main would generally follow the existing alignment of the Brunswick reclaim transmission main, also located on Moffat Open Space property. The water main has been included in the City's water distribution system master plans as a necessary improvement to provide conveyance capacity to east Carson City.

At this time, the City has coordinated with a private developer constructing Plateau Phase 2 in east Carson City to construct the water main as part of that development. By coordinating construction of this regional water infrastructure improvement with the Plateau Phase 2 project, the City avoids the cost of constructing the main independently, saving significant public infrastructure expenditure while completing an improvement necessary to the Carson City water system. As part of this project, the developer has agreed to complete the necessary revegetation activities at Moffat Open Space, after the waterline has been installed, and has also agreed to a 3-year warranty and maintenance for revegetation of the disturbed area. Construction of the water main is anticipated this winter (2026–2027).
