July 16, 2026 (Item 16C) - The Board of Supervisors ("Board") approved the CDBG Fiscal Year ("FY") 2027 Annual Action Plan. 

June 18, 2026 (Item 22A) - The Board approved the final appropriation for CDBG Funding for Fiscal Year ("FY") 2027. 

October 2, 2025 (Item 12A) - The Board approved the 2024-2025 Consolidated Annual Performance and Evaluation Report (“CAPER”).

August 7, 2025 (Item 16A) - The Board approved the final appropriation for CDBG Funding for Fiscal Year ("FY") 2026. 

June 20, 2025 (Item 21C) - The Board approved the CDBG 2026 Annual Action Plan. 

As a CDBG entitlement grantee, Carson City is required to submit to the CDBG program administrator, the U.S. Department of Housing and Urban Development (“HUD”), a consolidated plan, which identifies housing and community development priorities, an annual action plan, which provides a concise summary of the actions, activities and available resources to be used each year to address the priority needs and specific goals identified in the consolidated plan and, within 90 days of the close of each program year (“PY”), a performance report commonly known as CAPER. The CAPER is due September 28, 2025. 

Prior to its submission to HUD, the draft CAPER must be made available for public review and written comment for no less than 15 days. The public may also submit oral comment during a public meeting. All public comments regarding the plans must be considered in the preparation of the CAPER, and a summary of these comments must be attached to the final version of the CAPER that will be submitted to HUD. The CDBG program is authorized under Title 1 of the Housing and Community Development Act of 1974 (42 U.S.C. 5301 et seq.), and it is administered by HUD. The CDBG program provides annual grants on a formula basis to states, cities, and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.

The CAPER was published on the Carson City website on September 4, 2026. A public notice inviting citizens to review and comment on the CAPER and attend the September 17, 2026, Board of Supervisors meeting was published by the Nevada Appeal on September 8, 2026. The public notice was also posted at Carson City Hall and the Carson City Library on September 8, 2026. The public comment period will remain open through September 24, 2026. The deadline for Carson City to submit the final CAPER to HUD through the Integrated Disbursement and Information System (IDIS) is September 28, 2026.
