August 18, 2026 (Item 5b) – The Parks and Recreation Commission recommended approval to the Board of Supervisors regarding a Memorandum of Understanding between Carson City and Muscle Powered, a private, non-profit 501(c)(3) organization, for planning, fundraising, design and development of the Carson City Bike Park at Centennial Park, at no cost to Carson City, with changes.

 

November 20, 2025 (Item 16a) - The Board of Supervisors approved the Centennial Park Master Plan with changes. 

Background/Issues & Analysis

Muscle Powered, a private, nonprofit 501(c)(3) organization, approached the City with interest in spearheading efforts to build a bike park at Centennial Park.  As part of the Centennial Park Master Plan process, the public expressed overwhelming interest in this amenity, and the Plan identified two areas to accommodate its development on the northwest portion of the park. 

 

This item provides an opportunity for Muscle Powered to share its vision for the bike park and an overview of the roles and responsibilities outlined in the MOU.  The MOU is intended solely for planning, fundraising, design, and development of the bike park.  Muscle Powered would serve as the fiscal agent and lead fundraising and design efforts. The MOU requires no financial contribution from the City, does not obligate any permitting or property rights, and imposes no maintenance obligations. The MOU term is five years, with an option to renew for an additional three-year term.

If the Board approves this MOU, it will have no financial impact on the City; however, it will require a reasonable in-kind contribution of staff time from the Parks, Recreation and Open Space Department to support Muscle Powered's efforts, especially with project due diligence.
