Previous Action

March 12, 2025 (Item 5.B) – The Regional Transportation Commission (“RTC”) approved the submission of a Highway Safety Improvement Program (“HSIP”) grant application to Nevada Department of Transportation (“NDOT”) for the Project.

February 11, 2026 (Item 5.B) – The RTC approved an LPA agreement with NDOT for HSIP funds.

Background/Issues & Analysis

The Project will install new radar feedback signs, lighting, raised medians, Americans with Disabilities

Act (“ADA”) improvements, and sidewalk widening, as budget allows, to improve safety and connectivity along the Saliman Road between East William Street and Sonoma Street, adjacent to Carson High School, Fremont Elementary School, and Seeliger Elementary School. Staff identified the Project as eligible for HSIP funding because improvements along Saliman Road are referenced in both the Local Road Safety Plan and the Carson City Safe Routes to School Action Plan. HSIP funds and required local match will be used for the construction of the Project.

The Project includes construction of ADA-compliant curb ramps and sidewalk improvements on District-owned property at Seeliger Elementary School and Fremont Elementary School, and new lighting at Carson High School. The Agreement outlines the responsibilities of the RTC and the District, allowing for the construction of the Project. The District will allow the RTC access to District property to construct Project improvements at no cost to the RTC. The District will maintain the Project improvements on its property and the RTC will continue to maintain improvements within the Saliman Road right-of-way. There is no cost to the RTC. If approved, the Agreement will expire June 30, 2028. The Project is expected to be completed by December 31, 2027.
