Background/Issues & Analysis

NDOT is planning to reconstruct U.S. Highway 50 in east Carson City beginning in 2027. The Project

includes roadway reconstruction and path pavement preservation, upgrade existing Americans with Disabilities Act facilities at pedestrian ramps and crosswalks, hydraulic upgrades, along with signal, lighting, signing, and striping improvements. The Project includes the rehabilitation of the multi-use path along the north side of U.S. Highway 50 between Airport Road and Deer Run Road, which is currently Carson City’s responsibility to maintain under existing agreements.

The Agreement establishes the roles and responsibilities of NDOT and Carson City during the Project and allows:

-    NDOT to access Carson City-owned right-of-way to construct the Project
-    NDOT to administer the design and construction of the Project
-    Carson City to review the plans and inspect the work for the Project
-    Carson City to coordinate utility relocations in Carson City right-of-way in accordance with existing franchise agreements
-    Allow NDOT to use $310,212 in federal CRP funding for the rehabilitation of the multi-use path. CRP funding is apportioned to the state and is available for projects within the Carson Area Metropolitan Planning Organization's area.
-    Other elements as outlined in the Agreement.

There is no cost to Carson City under this Agreement, and it does not change any of Carson City's long-term maintenance responsibilities.
