Order of Business to revise the order of business reflected on the City Council meeting agenda (City Manager Micah Grau)

1. EXECUTIVE SUMMARY

During the September 15, 2026 Council meeting, the Mayor requested a future item to consider amending the order of business.  He suggested to formally make changes to begin the meeting at 5:30 p.m. or 6:00 p.m., to list Executive Session (ES) as the first item on the agenda, for ES to be held for an hour, and to continue with the regular business at 6:30 p.m. or 7:00 p.m.

It was noted that a section for proclamations/recognitions and reconvene from Executive Session was not included in the order of business.  This amendment includes those additions.

The City Manager is requesting that the City Council consider amending Resolution No. 2013-13 to revise the order of business reflected on City Council meeting agendas. The proposed amendment is intended to align the formal order of business established by resolution with the order currently desired for City Council meetings and reflected in the City’s published agendas.  Consideration to amend the start time will be taken when scheduling special meetings.

The proposed order of business is as follows.  Staff seeks Council's directive on whether to begin the meeting at 5:30 p.m. or 6:00 p.m. and convening immediately into closed session, which then would determine whether to begin the open session of the meeting at 6:30 p.m. or 7:00 p.m.

1. Call to Order 5:30 p.m. or 6:00 p.m.
2. Roll Call

3. Convene into Closed Executive Session (ES)

4. Reconvene into Open Session and possible action item resulting from ES at 6:30 p.m. or 7:00 p.m.

2. BACKGROUND/HISTORY

Section 3.10(a) of the City Charter states that the City Council can establish or amend the order of business (agenda) for City Council meetings by adoption of a resolution.  The Council adopted Resolution #2013-13 amending the order to add an invocation and subsequently adopted Resolution #2023-R-22 including the order of business in the Rules of Procedure.  No record was found on the initial adoption of said order of business.

The City’s current meeting agenda format and order of business have evolved since the adoption of Resolution No. 2013-13.

3. ANALYSIS

The order in which agenda items are presented provides a consistent framework for conducting City Council meetings and assists the Mayor, Councilmembers, City staff, and members of the public in understanding the sequence of business to be considered.

The proposed resolution would amend Resolution No. 2013-13 to establish the revised order of business for City Council meetings. The amendment would apply to the order in which agenda sections are presented and would not change the substantive authority of the City Council or the requirements governing public notice and participation.

The proposed change will also provide a clear and current reference for staff when preparing City Council agendas and help ensure consistency between the Council’s adopted order of business and the agenda format presented to the public.

The City currently publishes City Council agendas and meeting information through its official website and provides public access to agendas and meeting records.

There is no anticipated fiscal impact associated with the proposed amendment.
