Workshop on Fishing Pier Opportunities in the Garlic Creek Greenbelt (City Engineer Angela Kennedy P.E., CFM)

 
 
1. EXECUTIVE SUMMARY

This workshop will discuss the history of fishing ponds in Buda, Parks and Wildlife grant opportunities, and the feasibility of installing a city fishing pier in the Garlic Creek Greenbelt. 

 
2. BACKGROUND/HISTORY

Council requested this workshop in response to a community request to evaluate the feasibility of installing a fishing pier facility in an existing pond in the Garlic Creek greenbelt. 

 
3. ANALYSIS

The pond at Heep Run was constructed in 2006/2007 as a detention and water quality wet pond as part of the Garlic Creek West Phase 3 development to manage stormwater runoff from about 80 developed acres. The pond has two forebays and a central main pool hydraulically connected by a system of underwater pipes and a vegetated bench. These types of wet ponds are designed to provide water quality treatment through a heavily planted vegetated bench and deep water zone and are not intended to be stocked with fish. The City's design criteria indicate that only Gambusia affinis (mosquitofish) be introduced into the pond. Wildlife like nutria, domestic waterfowl, carp, and goldfish can damage the vegetated bench, a functional element of the pond, and should be removed. Design criteria recommend restricting access to the pond if wildlife destruction cannot be controlled. Heavy algae blooms are expected with these types of ponds because of high nutrient load from suburban lawns which does not create a suitable habitat for most fish.
