Deliberation and possible action to adopt a Resolution giving consent to the issuance of $2,240,000 Unlimited Tax Park Bonds by Sunfield Municipal Utility District No. 1, located within the extraterritorial jurisdiction of the city (City Manager Micah Grau and Josh Dennison of Sunfield) [PUBLIC TESTIMONY]
Approval for written consent of the District's request to issue MUD 1 Unlimited Tax Park Bonds, not to exceed $2,240,000. The bonds include reimbursements related to the parks system consisting of landscape and streetscape monumentation, as well as the engineering/design costs within the Sunfield development. The bond proceeds will be used for parks improvements affecting the Sunfield Neighborhood Parks Phase 1 and 2.
Article II of the City's Agreement Concerning Creation and Operation of Sunfield Utility District No. 1 says, "District 1 agrees that it shall issue bonds and notes including bond anticipation notes only for the purposes and in the manner provided by the Commission and as permitted herein. District 1 shall submit to the City Administrator for City staff review a copy of the bond application, including the engineering report, at the time District 1 submits the same to the Commission. All bonds and bond anticipation notes of District 1 shall be approved by the City Council of the City prior to the issuance thereof. Such approval shall not be unreasonably withheld or delayed and may be withheld only if either Landowner or District 1 is in material breach of this Agreement."
The District last issued bonds in June 2025, with consent from the City Council.
The bonds do not result in indebtedness by the City and no pledge of any city revenues is made in support of these District bonds.
