Staff Report - Parks and Recreation Department Project Updates (Parks Staff)

1. EXECUTIVE SUMMARY

The Parks and Recreation Department will provide a staff report highlighting recently completed projects, ongoing initiatives, operational accomplishments, maintenance activities, and upcoming projects throughout the City's park system.

2. BACKGROUND/HISTORY

Buda Championship Park
The parking lot milling and new asphalt installation have been completed. A walkthrough of the playing surface took place on October 14, 2026, and staff submitted a list of remaining punch-list items to the contractor for substantial completion related to the turf. The project’s final completion date is scheduled for December 4, 2026. Staff anticipates completing the tournament contract within the next two to three weeks, with meetings with tournament teams scheduled to begin this month.

Stagecoach Park

Construction of the force main through Stagecoach Park has been completed. BHL preparation is scheduled to begin during the first week of November. In the meantime, Parks Maintenance staff is reconditioning the park’s granite trails to maintain their condition and usability. The Park will be closed beginning October 26, 2026 to prepare for Buda Holiday Lights.

Garison Park

Construction at Garison Park continues without any significant interruptions. The project remains on schedule to meet its targeted completion date.

City Park

The weiner dog statue donated by the Economic Development Corporation (EDC) has been installed. Staff also created an approach through the new fencing to the statue near the corner of Garison Street and San Antonio Street to make it easier for visitors to access and view. Playground replacement work has begun, and the existing playground equipment has been removed in preparation for the new installation.

Green Meadows Park

A purchase order has been submitted to Kraftsman for splash pad repairs. The project start date has not yet been finalized. Staff will coordinate with the contractor once a schedule has been established.

Bonita Vista Park

Staff is soliciting bids for court resurfacing at Bonita Vista Park. The planned improvements include resurfacing the courts and incorporating both basketball and pickleball lines to support use of the courts for multiple recreational activities.

Playground Replacements

Staff is coordinating with the Green Meadows and Cullen Country homeowners associations (HOAs) to establish meeting dates for community input regarding playground replacements. These meetings will provide residents with an opportunity to share feedback as staff moves forward with the playground replacement process.

Citywide

Staff is preparing for the Boo-da Halloween event. Preparations include coordinating event details and completing the necessary planning to support a successful community event on Oct. 24.

Parks Director Recruitment

The recruiting firm, Affion, has been engaged to conduct a nation-wide, full-scale search for the City of Buda's next Parks and Recreation Director. In preparation of the posting, Affion held stakeholder interviews with City Management, Parks staff, EDC staff, Parks Commission Chair Scott, and Mayor Urbanovsky. As of the week of Oct. 12, more than 100 applications have been received. The position closed on Oct. 30. Affion will present city management with the top 6-8 candidates for consideration. Interviews are expected to take place the weeks of Nov. 30 and Dec. 7, with the intent of having the new director start in early January 2027. Staff is still considering finalist interview options, but it may incorporate an invitation-only reception that would include the top 2-3 finalists, City Council, Parks Commission, and EDC Board.
