ITEM TITLE:

Deliberation and possible action to authorize the City Manager to execute a Professional Services Agreement (PSA) to WSB LLC, for an amount of $160,000.00 for Staff Augmentation Services to supplement staff in managing CIP projects (Capital Improvements Program Manager Austin Messerli, P.E.) [PUBLIC TESTIMONY]

 
 
1. EXECUTIVE SUMMARY

The proposed PSA with WSB LLC will provide services to support the Buda Championship Park and other CIP projects, including project management responsibilities, procurement support, technical reviews, construction administration, and related services. Additional details are provided in the attached PSA document.

 

WSB is selected from the current 2024 approved list GEC list approved by the City Council through Resolution #2024-R-48. 

 
2. BACKGROUND/HISTORY

The City continues to experience increasing demands associated with capital improvement projects, review activities, planning, consultant coordination, and construction administration. Maintaining adequate staffing levels to manage these responsibilities effectively can be challenging due to recent turnover, specialized expertise requirements, and fluctuating workloads.

 

The proposed PSA provides the City with flexibility to obtain professional assistance as needed. Services will be provided at the City's discretion to supplement existing resources and maintain efficient project delivery.

 
3. ANALYSIS

The PSA will provide the necessary staffing to manage, oversee, and administer the Buda Championship Park and CIP projects. These services will be performed on an as-needed basis and are at the discretion of City staff. The proposed fee is expected to last approximately eight (8) months unless special tasks or assignments are identified. 

 
4. FINANCIAL IMPACT

For the PSA, we will utilize $160,000 from FY2026 General Fund - fund balance that were not used in FY26.

7. PROS AND CONS

Pros: The PSA allows WSB LLC to provide staff augmentation services while supplementing the additional workload on already busy and limited City Staff.

 
Cons: Requires expenditure of City funds for contracted professional services. Long-term reliance on external resources could reduce opportunities to build internal staffing capacity.

 
8. ALTERNATIVES

If the PSA is denied, the City may experience delays in project delivery, program reporting, coordination, and schedules, potentially resulting in resource constraints, schedule delays, and increased uncertainty for ongoing capital improvement projects.

 

If the PSA is denied, Staff will consider adding scope and fee to other design consultants, project by project which is likely to increase staff workload in coordination efforts and likely to increase costs above this proposed PSA. 

 
9. REQUESTED ACTION / SUGGESTED MOTION / RECOMMENDATION
Staff recommends approval of the agreement.
