RECOMMENDATION:

Authorize City Manager to sign a Professional Services Agreement with Human Resource Development Council of District IX, Inc. (HRDC) for the provision of emergency shelter and the Community Development Program

STRATEGIC PLAN:

1.4 Business and Institutional Partnerships: Explore opportunities for partnerships with key business groups and non-profit organizations.

BACKGROUND:

Homeward Point: There is a funding gap to keep Homeward Point open year-round, and to fund other emergency shelter options through Family Promise and Haven. The City of Bozeman, Gallatin County, and the City of Belgrade have partnered to fill this gap. The City's agreed upon amount for FY27 to HRDC is $250,480.

Community Development Program: HRDC's HUD-certified counselors will provide pre-purchase counseling on an individual basis to all persons interested in becoming buyers qualified to purchase a home using City and other related programs. HRDC will evaluate potential buyers for eligibility for possible down payment assistance and secondary lending opportunities which may be available locally and will maintain a pool of potential qualified home buyers for income brackets as agreed upon with City staff upon review of potential projects. HRDC will provide and maintain a license for HRDC and the City to use HomeKeeper software to track applicant eligibility data and demographics. HRDC will provide monitoring for and verify homeowner compliance with relevant ownership requirements as well as ensure all terms  are met in the event of a deed reconveyance/subsidy recapture. HRDC’s community development department will work closely with City staff to provide additional capacity regarding affordable housing best practices and updated program guidance.

UNRESOLVED ISSUES:

None

ALTERNATIVES:

FISCAL EFFECTS:

The City's agreed upon amount for FY27 to HRDC is $250,480 for emergency shelter. For the Community Development Program, $40,000 is allocated, for a total contract cost of $290,480.
