Clarifying Appointment Terms for the Tax Increment Financing (TIF) Board
October 6, 2026
Administration
Consider the Motion: I move to appoint TIF Board members to the following terms:
Gallatin County: Commissioner Ryan Finn. Term expiring December 2026
Bozeman School District 7: Mike Waterman. Term expiring December 2026
Midtown Resident or business owner: Susan Fraser. Term expiring December 31, 2028
Northeast Resident or business owner: Natalie Van Dusen. Term expiring December 31, 2029
Nolan Campbell (real estate professional). Term expiring December 31, 2027
Julien Morice (small scale local developer). Term expiring December 31, 2028
Martin Matsen (professional planning). Term expiring December 31, 2027
On October 15th, 2025 the City Commission passed Resolution 2025-53 creating the Tax Increment Finance Advisory Board (TIF).
All seven positions are Mayoral appointments:
The initial membership must consist, at a minimum, of one member appointed for 1 year, two for 2 years, two for 3 years, and two for 4 years. Each subsequent appointment must be for 4 years
On December 15, 2025, by a vote of 5-0, the City Commission approved the following appointments:
Commissioner Scott MacFarlane as the Gallatin County representative
Mike Waterman as the Bozeman School District 7 representative
Susan Fraser as the Midtown Urban Renewal District Representative
Natalie Van Dusen as the Northeast Urban Renewal District Representative
Nolan Campbell as a citizen member
Julien Morice as a citizen member
Martin Matsen as a citizen member
The motion on December 15, 2025, lacked term expirations for those appointments. Subsequently, County Commissioner, Scott MacFarlane resigned and Gallatin County designated Ryan Finn as his replacement.
This item is to correct the oversight and establish the initial appointment terms.
