MEETING DATE:

October 20, 2026

AGENDA ITEM TYPE:

Agreement - Vendor/Contract

RECOMMENDATION:

Authorize City Manager to Sign a Professional Services Agreement with Sanbell for Bikefill Community Park Bidding and Construction Administration

STRATEGIC PLAN:

3.4 Active Recreation: Facilitate and promote recreational opportunities and active health programs and facilities.

BACKGROUND:

The Bikefill Community Park and adjacent McIlhattan Road projects are working together and being managed by the City of Bozeman Parks and Recreation Department, Engineering and Transportation Department, and the non-profit, Gallatin Valley Land Trust (GVLT). Certain components of the Bikefill project are funded by GVLT and the other components are funded by the City.

Since the inception of the two projects, Sanbell Engineering has been involved as a contractor with GVLT for the design of park civil infrastructure, including preparation of Site Plan Application 26278, that Parks and Recreation plans to advertise for bid this fall. Likewise, through competitive bid, the Engineering and Transportation Department chose Sanbell as the design engineer and contract administrator for the McIlhattan Road project.

This Professional Services Agreement allows Sanbell to continue through the bidding and construction process as a contractor with the City overseeing the construction of the civil infrastructure under the Parks and Recreation Department budget authority as outlined in the City's MOU with GVLT, which primarily consists of the parking lot and associated landscaping, stormwater facilities, and pathway connections.
